Simple answer on Ke'haar stones, yes they are part of the formation of a new magic that happened when Fredian shifted... and... the majority of them are near transitions.. because... *drum roll* they are there to be used as you enter.. so.. that... if you die.. you can go back to where you were... gee.. I wonder who thought of that? must have been me?
