You deserve a huge thanks for taking the time to summerize, rephrase and propose an orderly way of creating a justice system.

And just so you know from the start, my evil characters do not hate you for putting together this justice system, in fact, they love you because now they know when and where to obey the laws and when and where to be diabolical.
