This note is to King Wend from the Captain of the Guard Aviar Maximus:

This will be my last arrest log for the career criminal Rose. Your Highness, all the tools you have in place are simply ineffective for detaining and punishing this criminal and those like her. We are forbidden to engage in combat in town and this criminal can easily pick the locks in jail cells, so there is no punishment available for her. This criminal commits a minimum of one crime everyday, as a way of mocking the system and she is succeeding with the rules that are in place. So I will not bother with her anymore, she can do as she wishes until the rules for dealing with such criminals are changed. My hands are tied.
