I am new.. as in I haven't even gone in yet, but I was wondering if there are custom spells here as some of the subraces seem to have them. IE, an air genasi has levitate as per the lvl 5 sorceror spell? Is there a listing of where all these spells are? Is it custom or CEP? I'm new to both and would appreciate some guidance as to where I can read up on the customizations.

I don't think there are any custom spells in Fredian, anywhere. There are very few changes to existing spells (ex. timestop is the area, not the whole server). I have not played that subrace, so I can't answer that specific question, the half-dragons get a tool to cast their breath weapon, and drow get a tool to cast darkness.
I think this is because there are already spells in NWN for that effect. Since there is not levitate spell, it's probably not in the game and should be removed from it's description. Same thing with the immune to drown, since the spell drown was added after the subrace system was introduced. It probably doesn't work either.
Either way only someone who has played the subrace or a DM can fully answer it.

Custom spells are possible without hakpaks, but they require the server owner do some special things to the 2da files in the override directory and write some corresponding scripts to do the spell.
We do not have any of that functionality implemented here.
Timestop is the only spell that has been modified from its original behavior, as Phoenix pointed out. I am certaintly aware of a lot of spell fixes that could/should be done, but the matter is players build themselves for the default spell system and since we are not a pvp game where balance and fairness are all really big and important, we would rather not let them down on any spell change expectations. Makes char building a little smoother.
Heal, harm, drown, firebrand, divine power, igms, and anything that stacks are all frequently picked on spells. Firebrand and divine power are the only ones I know that are not implemented correctly by Bioware (an extra attack is given from Divine Power, and reflex save on firebrand is not rolled), but you wouldn't have to look far to find more I am sure..

I think Firebrand was fixed in the last patch, so people can save (haven't really looked, assumed it's relfex).
