you know part of the problem is "location, location location"... Basically castille is in a bad location... No one needs to pass through castille to get anywhere (castille is at the edge of the map) so people only go there when they need something that is only available there... unfortunately aside from the magic shop there is nothing really going on there... West styne is at the center of the map and is potentially in the path to go anywhere... thus if you are hoping to meet someone passing by west styne is the logical choice...
One thing to consider when thinking about moving the social center is the location of houses... A lot of long time people built their homes with west styne in mind...

Actually, Spathic, you may be surprised how many players have/had homes in or near Castille. The plan for Castille was for it to become the hub of all things once the virginal state of the server was passed and players became more familiar with routes, and with a portal to there, which is lvl 10 and up access, there is no reason why it shouldn't get a boost in use, I do need to complete somewhat the whole of Castille, but because I have been on a bit of a diversity add/fix/change run for a while ( neccesary due to me doing all this stuff on my own, and the only way it can be) it has suffered from lack of my attention. There is actually a full setup around Castille, ie: Inn, Trade Crafting hall, temple, bank etc... a number of NPC's walk the gate area in the day, etc etc... If I can see a reason to make Castille a higher priority, I will get back to work on it exclusively.
Oh yes, and today I am making West Styne Non-PvP, we'll see how that goes for a couple of weeks.

I have always liked the idea of an outdoor crafting area. It give an area more of a marketpalce feel. It also makes finding crafters easy since you don't have to go into several different places like WS, or out to the other crafting halls. Perhaps placing some crafting tables/anvils (perhaps not all the crafting things, just the ones to produce finished goods so anvils, but not smelters) in the Castille marketplace would allow PC vendors to gather in one area. It's not a place to chat out because of all the 'attempting to craft,' but it could draw more people. If they were off to a side it wouldn't ruin the whole area for conversations too...
edit: What about an area to go to from the harbor like Ferrus is to Styne. At least that wouldn't make it the end of the world.
Mack, you know a crowd draws a crowd. People will just have to bite the bullet for a while until more come.

If you want Castille to be more of a social gathering point, add a nice arrangement of benches to sit on and maybe a nice focal point like a well or fountain. Campfire may be the NWN universal sign of 'sit and talk here' but the well or community water source is more historically accurate

If Makz hasn't already ruled out the idea, a boat from Styne harbor to Castille Harbor that would allow all characters to get to Castille. Yesterday I showed a gentleman in his 20th season around a little bit, he was amazed at some of the areas I pointed out (not run past). Makz, check out the use of boats in Tasha's Run in the social listings, pirate attacks can be quite a nice little diversion when you eventually have time. And when you feel I earned it, I want to build my cave/home in the southern cliff area over looking the ocean. I also want my own boat to take me to Styne Harbor, Castille Harbor or Ferrus, all three choices ;D I would also love a dragon statue like the Minersmith's have, but red to match my tattoos, skivvies (everyone thinks who says anything says they look like skivvies) and wings And all these personal requests would be away from the current Center Point: West Styne (topic related, kind of)
