I can't find it... is it hosted occationally or is it constant? If so... I can't find it and I've tried every keyword from Fredian, to IoS, to Makzimia to .. things that sound plain stupid..

It's not in the FAQ because it's not "official" I guess, it's a sticky in the General Chat section. It's hosted by a player, Ride, here's the link to the thread. It's on 24x7.

Ipit it there so people in the forums could communicate quickly in real time instead of sending PMs back and forth. It has little to no in game useage.
