The in game time has been freezing up and then jumping forward to correct itself. The day/night appearances have been wonky, but the time locked items like the castle seem to be keeping good time. ie Player's time shows hour 2 but the castle has locked because it knows that it is really hour 12.

I have seen this before, and it MAY be related to 1 or 2 things, 1: we are now 1695, and the mod started at 1372, so, we MAY be out of years, 2: the server has so many areas etc, that clock keeping has become a put on the back burner type task.

Removed old time DB completely, needless to say it is the bioware one, so... draw your own conclusions, we'll see if that has sorted the time issue out. My main thought remains however that the game was never designed to be run persistently into the future for hundreds of years Makz.

One way to slow down an accelerated time progression is to add more minutes to the game hour, currently I believe we are at 6 minutes per hour 1/10th real life, 12 minutes per hour would only be 1/5th real life.
Before I gave up on trying to build my own world, 12 minutes per hour was going to be my test ratio to see how it worked. But I learned I can hardly make anything work when hardcore scripting is involved.
