HotU will allow you to take palemaster levels even if you are not eligible to be a PM. However, after you log out and try to log back in, the character validity checking procedure catches the PM and states that is invalid due to bad stats, and denies login to the character.
This is caused by a low int score. You can, for example, be a half-orc with 6 int, take 3 levels of wizard, and then take PM levels. After re-logging, you will be in trouble.
Be sure to take at least 13 int on your palemasters. You might be able to get away with a lower number, but I have been able to verify that with 13 you will not have this problem.
If you are taking PM out of sorcerer or bard, you may need to evaluate your charisma score instead.

Hmm, it seems to behave differently for Bard. PM based off of bard levels don't seem to be affected by the ability score. I made a half-orc bard with 12 charisma and he could take PM fine, but it was his first class. I don't know as an extended class. I recommend people take the 13 anyway because when the HotU 1.63 fix comes out, it may invalidate you. Speaking of the 1.63 fix, Georg Zoeller said "It is our biggest HotU patch yet, and we are not near done with it." That is both good and bad news More at 11...
