Here is the skinny, ATS craftables until further notice are what they are and are NOT being changed. Don't like it? tough! sorry 
, but I spent SO MANY hours on that system as did Salandra on making it work better than any other way it ever was. Now, it works fine, if I was to bend to every persons idea of what is right and wrong, I would be at it forever. And I HATE making items, and cannot unfortunately rely on anyone else to do it for me. I will make sure all items in stores go to whatever level is available within bioware's stuff. And that will be the end of it!
