OOC POLL - This is potentially VERY important for ALL RPers! I know its long, but please, please, please read this in its entirety and then vote. [/b] PROPOSITION: [/b]I propose that we officially ratify the addition of a Council of the Wend Protectorates. WHY DOES THIS MATTER: I ran across an issue recently where a number of the framers of the CJ system (myself included) were concerned about some of the Knights actions. It seemed that perhaps they were stepping a little too far outside the guidelines of what we tried to impose in the CJ system. This causes a problem, because the Knights answer to no-one but King Wend. Makz said that the CJ system is our responsibility though, so King Wend will basically stay out of all but the most important of issues. Thus we have a System that has NO checks and balances, and really no authority to have the Knights adhere to any kind of behavior should they choose not to. While the knights will likley try to adhere to our OOC requests here, I think somthing more binding In Character is in order. HOW WOULD THE COUNCIL WORK: 1. The Council consist of ANY and ALL who make propositions or votes on polls here IN CHARACTER (no need not register for The Council, nor have to deal with most issues) 2. Propositions for new laws or actions could be made by anyone. A secratary (probably me - or maybe elected) would put together official polls for ratification by 66% concensus from The Council. WHAT WOULD THE COUNCIL DO: In Character discussions would take place on issues here. Should an issue seem to be important, the Secretary would release an official Poll to ratify the issue into action for the following types of issues: 1. Framing of new laws and disoving old (by 66% concensus) 2. Resolving Knight behavior that is outside what the council considers appropriate (such as a Knight that is always a little harsher than the others). In general I am NOT talking about individual actions, but mostly trends that deviate from agreed upon laws. SUMMARY: In short the council is simply an In Character Forum (as if meeting democratically in a town hall.) They can legistlate laws and if necasary correct inapropriate use of power by the Knights (realizing that most of this would be indeliberate by the Knights - Im not trying to imply you guys are doing a bad job, I think every one of you rock! Just want the power structure set up.) The Knights would work as is, but would be expected and required to follow the strictures of the Council. The council would usually NOT deal with individual Knightly actions, but in trends. The High King always retains authority over the Council and the Knights in turn, but will rely on the council for the laws, and the Knights for the enforcement (with a high degree of autonomy) . I pose to you the following OUT OF CHARACTER question, I will require at least 15 votes with a 66% concensus to pass this up to Makz for validation:
1. Should we, the Players, agree to the use of a Council (in the form of IN CHARACTER propositions and polls in the CJ Forum) that will create laws and officially hold authority over the Knights general actions? (please vote yes or no trying not to request changes unless you feel very strongly that they are needed - its hard to reach consensuses otherwise - we can tweak parts later if needed)

Yes, use of this system.
3 points of interest: 1. Many players would have the right to vote on issues with more than one character (as long as they stayed IC for each character) 2. This could develop into an elected council if desired, but I did not wish to start there as it becomes a little difficult. 3. This could lead to campaigning of issues to get votes for important topics.

Yes.
I would think this best handled as an elected council, not a broad democratic forum. That just doesn't seem to fit the government we have. What you are describing to me sounds more like a mob (angry citizens gathering at town hall). Characters could be elected, issues could be brought to theses elected officials, who have council meetings and where they discuss/vote on the issues.
I really thought this would happen much latter in the progression of the CJ system, though. On the upside this council could also be the jury in a high profile crime.

Yes, I thought it would be later too and thats why I want to start with the democratic forum instead of elections. Elections may lead to dismissal if people dont like things - right now I want to avoid that. I wrote this up as a fix to a percived immediate need.

Fal Druar votes YES Eriden Shadow Weaver (Shadows Realm) votes YES Niether Fal nor Eriden care if a knight always adminsters the maximum punishment for some and lenient for others (kind of like hanging judges and judges that imposed large bail but no warrents if the persons failed to appear in early Western America). OH YES - FAL IS BACK -And on the topic; Fal killed and raised a PP in front of a knight (still catching up on all that happened in his absence), before the knight could sort out what all was happening the thief was off trying to PP others with the knight in pursuit before Fal could even admit to killing the PP. Guess Fal's punishment was paying for the raise dead scroll. The character that PPed Fal returned several items Fal didn't notice leaving his possession, whether this was because the thief is good or neutral and practicing or if doing it in compliance with the knight's orders Fal has no idea and the Crime Tracking Forum is only for knights so Fal probably will never know what motivated the thief to return items he made off with successfully. Eriden want's to be elected to the council that can make or alter laws

FYI: Knights are not controlled by ANYONE other than the King. All petitions for changes to policy by a populace go to the king, and *IF* he feels inclined grants requests.

One clarification from youthen Makz, if you please. You stated other times that you want nothing to do with the CJ system, it was a player run system. Should that be revised to say that you want executive control over it? I mean, I think it is fair to say that in order for any CJ system to work, the framers of it must have some authority (direct or via proxy) to implement it as designed.
I see having an In Game counterpart is both needed (to really represent the government structure) and dangerous (as evil characters have a voice then). It would stand to reason in my mind that the council could be an advisory body to King Wend on changes they feel would best serve the realm. King Wend then can rubber stamp the approval or deny it as desired. Agreed?
